difference between SPC5-UDEDEBG and SPC5-UDESTK-PLUS?

For starting with development on SPC56ELxx what I need is:

Between 3 and 4 is not clear for me if one is the hardware debugger and one is the license, so I have to buy both, or one of the two is sufficient.

To debug and flash SPC56ELxx you need

This one is just a Key in order to flash a big firmware

i think that it is equivalent to

SPC-UDESTK-FULL includes a one-year, full-feature, unlimited code-size license.

SPC5-UDESTK-PLUS (SPC-UDESTK-EVAL) includes a perpetual, full-feature, limited code-size (256 kBytes) license
