is there offcial flashing tool for SR5 E line MCU?

I can use stellar studio to flash the new software when start a debug session, but I want a separate tool to just flash the new software just like Stm32CubeProgrammer.

Does Stellar team have made such tools?

Yes , you need to use Openocd located in StellarStudio tools suite
