Write access to memory range refused

Tried to flash SPC560B50L5 MCU with example program "SPC560BCxx_RLA PWM-ICU Test Application" UDE STK returns write access to memory range is refused. Loaded Bootloader program in ude stk , then flashed pwm program to mcu it gets programed.

But every time i try to program the MCU i need to load Bootloader program in ude first, then flash with pwm program.

kindly help to identify and resolve the issue and reason for them.

Is there any issue with the programmer or the firmware imported or the mcu.
