How to properly use the quote tool?

When I click on the quote tool here in the forum, the entire OP is quoted. Most of the time, I want to quote a section of it or a section of a response in that thread instead of the OP.

Thanks for reaching out. As @Andrew Neil mentioned, it's a functionality improvement previously discussed in older threads.
