In order to keep the height of the chip short enough to be used in a cell phone, the lens was not placed far enough away to get a really good focus. So although your numbers are right, the lack of a good focus means the best you can really do in testing was about 15 degrees.
Keep in mind that these are 'diagonal' FoV numbers. If your target is moving along the centerline of the sensor, your test results will be closer to 10 degrees.
If you have a lot of time to take measurements, you can select a 4x4 Region of Intererst (ROI), Then move the ROI one SPAD to the left or right and go again. If you 'bracket' your ranges, you can get a bit more information, but at he cost of more time.
