Error establishing a connection to STEVAL-IHP005V1 - "Dongle response timeout"

Hello, maybe you have an idea!?!

The STEVAL-IHP005V1 is connected to a 12V power supply and a series regulator that makes 3.3V from the same 12V. The LED flashes briefly when switched on and then lights up constantly
orange.

The STEVAL-IHP005V1 is connected to a Windows Vista notebook via a USB-RS232-adapter.

When I start the GUI on the notebook, select the appropriate COM port and click the "connect" button, the orange LED flashes twice and stays on.

But the GUI (STEVAL-IHP005V1) opens a window with the error message "Dongle response timeout".

I checked the voltages, the connections and the COM settings.
Is this correct? There is nothing in the documentation:

Bits per second: 9600
Data bits: 8
Parity: None
Stop bits: 1
Flow control: None

Do you have any idea why the error message appears and how I can fix it or move forward?
