EMIF02-USB03F2 D+/D- In Vs. Out?

If I leave all of the PullUp and PullDown pins disconnected does it matter if the USB Connector side data lines connect to D+/D- OUT while the Controller side data lines connect to D+/D- IN?

This would be the opposite of what is shown in the datasheet but judging by the simplified internal schematic I think it may make no difference.

To withstand 8kV contact and 15kV air discharge, C1 (D+IN) and D1 (D-IN) must be connected to connector, as they withstand these levels, as written on table 1 of datasheet. C3 (D+OUT) and D3 (D-OUT) withstand 2kV.
