Help identifying this component 211

I can't find reference to this component, I'm trying to repair/understand the equipment.  Does anyone recognize this part? 

Secondly, I couldn't find any reference on the ST website about component identification markings.  A link or reference would be greatly appreciated.  Thanks.  Galvin
