STM32IDE (1.18.0) for the STM32F103C8T6 always fails to start the GDB after download and installation, and there is no method on the web page or official manual. Recent successes are STM32IDE (1.17.0) still working in mid to early February, and STM32IDE (1.17.0) not working at the end of February. (ST-link V2 to STM32F103C8T6)

So go menu Help -> st-link upgrade ...

then try again connect/debug .
