BA41-600BRG - What are the Real World Considerations in Figure 1's "Maximum" Power Dissipation?

Our customer is concerned about the Datasheet's Figure 1 Power dissipation estimates being optimistic. 

Beyond calculating the power dissipation from Vto & Rd based on I(rms) what does this "Maximum" account for?
