Can STEF01 handle negative transients (350 ms) of -40 Volt?

we want to know that. Can this IC E-Fuse capable to handle negative transients (350 ms) of -40 Volt.

If you are asking about a possible negative input voltage: reverse polarity protection is required for this, e.g. with a p-channel MOSFET and at -40V also a TVS or zener to limit the voltage to the maximum gate voltage. Such reverse polarity protection blocks the negative voltage and thus prevents the destruction of the downstream components, in this case the STEF01.

On the output pin? The output pin is limited to -0.3 V. -40 V is far outside of these bounds. Operation outside of the absolute maximum ratings is not guaranteed.

@PradipRaj Worse than that - operation beyond the Absolute Maxima may cause damage:

A complex system that works is invariably found to have evolved from a simple system that worked.A complex system designed from scratch never works and cannot be patched up to make it work.

And in this case, will almost certainly cause damage.

The -0.3 V limit suggests protection diodes. When you try to pull a net to - 40 V, those diodes will activate and try to bring VSS to - 40 V. That in turn will almost assuredly bring other rails down.
