Hello! There is an IGBT driver in a motor controller: SIE20034. Manufactured by ST. 
It can be bought in online stores, but I can't find any information, description, foot distribution,
 anything about it anywhere in the world. How can this be? So how is it used? 
Could someone help me?

I think this has come up before, as I recall it was a custom part for a specific client. That client would have the design specification and documentation, none of those parties are required to release those docs, and might be contractually precluded from doing so.

Reverse engineer the designs using it to understand context.

If no product information can be found on the website of STMicroelectronics, these are customised devices that have been or are being developed and produced on behalf of a specific customer as mentioned by @Tesla DeLorean. Only the customer who placed the order has the documentation for this, so you must either contact them or the seller. STMicroelectronics cannot help you in this case or provide any information about the production status.

Thanks to everyone for the quick reply, you didn't expect it :) It's a 3x IGBT half-bridge driver IC, and I tried to reverse engineer it to understand it for repair. It would have been easier if I had known its terminals...

It is a custom ordered IC by Siemens (this means the "SIE" in the type). I think you find this in newer Simodrive unit, or Siemens VFD. This IC replaces the older hybrid called "IGBT-ASH 462 000", driven by the same HCPL-4514 optocoupler. As I know its nothing but an IGBT (or BJT in older models, like the 36/47kW E/R module with the massive MG150.... darlington half bridges) gate driver with active Miller-clamp.
