stm32WB5MM Matter/Thread commissioning failing

Setup and Issue
I am struggling to get my stm32WB5MM running the light application to commission on my Rasperberry pi4 (Ubuntu 24.04.1 LTS) with the openthread-border-router and chip-tool installed with snap (edge version to be compatible with the RCP spindel version on the latest STM32WB55RG-nucleo) all are running on the board router without an issue apparent to me. the thread device ends up in a state where it says "BLE connected" and "network joined" on the display and i can see the device in the child table but shortly after the display says "fabric failed"
Steps to reproduce
I use the web interface to generate the thread network
When commissioning i follow the steps below
the log from the output is attached along with the log from the device side
when i look in the openthread board router log i see "...Frame rx failed, error:UnknownNeighbor..." i am not sure if this is the issue and or how to fix it
does anybody have any suggestions to how i can proceed fixing this issue?
