I only seem to be able to power the LIS3DSH down to about 70uA by writing a 0x00 to CTRL_REG4 (0x20).

CS is High.

SEL is Low.

I am using I2C.

Running at 2.5V

What do I need to do to get to the spec power down current?

I am betting that the LIS3DSH is like the LIS3DH and that the I2C address select pin has an internal Pull Up resistor.  Since you are grounding that pin you have an extra current flowing through that pin.  We confirmed this on the LIS3DH.
