I would like to test your code on a STM32 Nucleo board and satellite I have.  Can you supply a document on how you have it connected?  Since you are not seeing any communication on the I2C bus, have you checked the pull up resistors on the I2C bus. In addition, the GPIO0 line also needs a pull up resistor otherwise the VL6180X will not come out of reset.
