can't use PF3 as output

I am trying to use PF3 as output, and although I configured TACR1,TACR2 not to use this port in it's alternative option, it's not responding.

at the output I get a constant +5V.

(I also configured PFDDR = 0xFF PFOR = 0xFF)

Do you have any idea what might be the problem?
