Difference between the "Commercial Product" and "Finished Goods" on the ST Micro outer box label

Hi, going through the ST Micro spec (PCN AMS-APD/12/7174),the ST Micro reel label example lists under "Type", there could be two parts numbers with one representing commercial product and the other one representing the finished goods (see below image).

Using M27 product as an example, it appears to be the commercial product starting with "M27" while the finished goods starting with "E27" (see below image).

Is commercial product part # supposed to match exactly with the finished goods part# in its basic part (M27C2001) ? If not, what does the "E" mean in this case?
