High Sink on ST72F264 BGA pin PA3

    I need to be able to power up a peripheral on PA3 at 3.0V and 15mA when Vdd of the F264 is 3.0V. Is that doable? PA3 will typically be low, but when it goes high can it provide the 15mA without sagging it's output below 5% of Vdd. No other outputs will need High Current.

    You can't source 15mA current from ST72F264 device. Even if you source 5mA current at Vdd = 5V, there is drop in output from IO which is ~4.2V. Which is not within 5% range.
