Initialization error st10f269 (fail before sending all the 0x20 first bytes)

Program STFlasher. Connecting K-L-LINE. Press button "Reload monitor". Error:

InitMonitor failed.

BSL: Fail before sending all the 0x20 first bytes.

At the same time, everything is fine on another old computer (Windows 98).
