OMC allocator Help!!!

Hello!

Can someone to explain me the function of omc allocator?

and in particular the instructions:

PSD8xx_reg.OMC_AB&=0xF8;

PSD8xx_reg.OMC_AB|=0x04;

they are equal

PSD8xx_reg.OMC_AB |=oxFC

because i do not understand the relative section to datasheet of micro
