PD57060

I found a conflict in the datasheet of PD57060. Or I understand it wrong. Could any of you kindly clarifying the confusion for me.

In datasheet page 4, the gain is about 14.3db when the device operated at 945Mhz.

In datasheet page 12, the |S21| magnitude is 0.38 at 950Mhz. If I use the formula Gain=20Log10(0.38) to calculate its gain at 950Mhz, it's -8.404db.

Why the result is so different? -8.404db vs 14.3db? which number should be trusted?
