I'm looking to program a ST92F150 chip and I cannot find any ST9-EPB for sale.
I understand this MCU is obsolete now thus toolchain is not available anymore.

However, do you know if there is a way to program it using a newer model of programmer ?  
Or, if someone does sell a ST9-EPB it would be amazing :)

    Significantly obsolete, and perhaps needing older computers/OS (1998)

    Is this rail-road equipment by chance?

    You might look at vendors of Universal Programmers, or if there are serial port protocols for the parts.

    EPROM based devices might also have protection fuses to limit your ability to read and copy devices.
