Is this part Non-Rohs? Date Code 0234.

 I see the newer part TS514AID look to be Rohs.

Where can we look up part's to see if they are Rohs or Non-Rohs?

Even though the RoHS directive was already available in 2002, it only came into effect in 2006. Your TS514IN is therefore very probably not yet RoHS compliant. However, this can no longer be said with absolute certainty because this package variant in DIL-14 has long been obsolete and therefore no more documentation is available.
