Keil make FLM file Error : Sector (0): Address not Zero!

I use keilMDK V5.42.0 and follow  apnt-333  to make a FLM file, and successfully got a FLM, when I use in my app Project,my internal flash works well but external flash got an error shows

I checked all over again, I don't know how to deal with it, I search on internet but no result, can anyone help me
