How to issue a ManageGPO RF command to a particular tag?

When I'm trying to send a ManageGPO RF command to activate GPO on a particular tag, the GPO is being triggered on any tag or on all tags within the reach of the reader (I use CR95HF for develompent), despite the fact I set UID and an address flag as follows:

22 A9 02 [UID] 00/01

The tag with the UID specified in the command responds with code 0x80 (success), other tags do not respond (devkit software provides code 0x8700 : Frame wait time out OR no tag) but GPO on those other tags is still being set/unset.

GPO_CTRL and GPO_CTRL_Dyn registers are set to RF_USER 0x81
