not sure I fully follow what you want to achieve.

However the ST25 Embedded NFC Lib available from st.com (https://www.st.com/en/embedded-software/stsw-st25r-lib.html) contains an Active P2P example.

Please be also aware that recent Android phones even with NFC don't support P2P anymore.
