The stlink port is not displayed in Device Manager or is not connected.

Not much to go on here..

So suitable cable, different USB port, or device drivers.

Avoid hubs and docking stations.

Windows makes attach time ding-dong sound?

There is no separate sound, and even after installing the driver, it does not connect to the port.
