Can not program STM32F101RD

We are using stm32f101rd device on our board . We are trying to program the device for the first time . We use following set up

- Jlink with SWD and IAR IDE 

- Stlink utility and Stlink debugger on discovery kit 

Getting difficulties to flash program/debug to external application device using STM32L053 discovery board.

We are not able to program the device , flash is not detected in the tool and we are getting following error .

can not read memory disable read out protection and retry 

Please recommend what needs to be done. Any changes in set up , Tool settings , connections , power inputs? Please help.

Perhaps stop looking at the software and do a thorough review of the circuit design and components placed.

Check part orientation and pin numbering.

Try having BOOT0 High and checking for signs of life from the ROM based loader.

Work with the designer and colleagues with board bring up experience.​
