Can't build a target, UTF-16

Hello, i get this error, ArmClang: error: unable to execute command: Unable to convert command-line to UTF-16: No mapping for the Unicode character exists in the target multi-byte code page. (0x459).

Any ideas what it could be? I tried reinstalling the program, changing the utf-8 to utf-16 by notepad, nothing works. File path to project doesn't content any special simbols.

    Windows tools in general don't deal well with spaces or non-ASCII characters. Based on your username, the ž in Džiugas could be causing issues.
