Are there any EV (Evaluation) boards available that support GPS functionality?

Sure, e.g.:

• X-NUCLEO-GNSS1A1 - GNSS expansion board based on Teseo-LIV3F
• X-NUCLEO-GNSS2A1 - GNSS expansion board based on Teseo-VIC3DA
• X-STM32MP-GNSS1 - GNSS expansion board for STM32 MPU

and many more, e.g. for automotive applications.

Just use a shield board, and a DISCO or NUCLEO that they can plug into.
