ST-LINK cannot connect my device

Hello There,

I dont know if this is the right place to get help. I am a newby and working with STM32H747I DISCO.

Currently ST-LINK cannot connect my device. I did the following troubleshoot based on online solution.

==> Update stlink utility

==> Pull boot0 pin high.

But couldnt get the device working.

Weird thing when i connect the device to the PC via USB the device is shown 28KB out of which 8KB free. That free KB size varies too.

Also i checked the voltages in the pin header and i am getting 5V between 5v and GND pin but not getting any voltage between 3v3 and GND pin.

Can anyone recommend the fix?
