ST-Link USB communication error on Windows 10

I'm trying to use a ST-Link/V2 to program a STM32F4 device on my Lenovo E470 with the ST-Link Util. However, the ST-Link does not connect to any of my devices. I upgraded the ST-Link to the latest firmware and also upgraded the Util and the drivers to their latest versions. None of it had any influence. I've tried the same ST-Link and Device with the same version of driver on a Laptop of my co-worker and it works like a charm. I'm not using any hub to connect the ST-Link, I use the integrated ports of my laptop. I also tried a different a ST-Link with a different STM device with the same result.

As a last resort, I even reinstalled my OS to ensure that there is no USB driver that messes with the ST-Link. But it still does not work. I have no idea left how I can fix this problem. I hope someone can help me.

    How is the target connected to STLink (type of cable, length, nr of signals)?

    Is this the 'standalone' STLink, or the STLink embedded on some of the development boards?

    What are the settings in the STLink Utility?

    The external ST-LINK expects it's drivers to be powered by VTarget via pins 1 and 2.
