ST-Link/V2-1 Nucleo Drivers issue with Windows 7 embedded

I have a Nucleo STM 32F401RE evaluation board running the mems sensors shield and the drivers load fine on a windows 7 Professional laptop and a windows 10 laptop. However when I try to load the drivers (stsw-Link009) onto an OBC running windows 7 Embedded standard version the driver for the virtual com port fails to install every time no matter what I do to force it. The firmware for the ST-Link on the nucleo board has been updated to the latest version using stsw-Link007 and I have used the latest version of stsw-Link009. I have also tried stsw-link008 but I have the same problem.

Has anyone experienced this before and if so how did you solve it please?

     Do you get an error message ? What exactly did the error message say?
