St link/v2 no target connected

hi

I want to know how to connect ST-LINK/V2 to STM32F030F4P6 and how to load program

For programming connecting made

st-link pin / stm pin

1 (MCU VDD)/ 3v3

4 (GND)/ GND

7 (SWDIO)/ DIO

9 (SWCLK)/ CLK

I'm using MDK keil v5

Target com is SW port

board is [SZH-DVBP-005]

when I connect like that it occur error 'no target is connected'

STM Utility also have same error

i don't know how to do

i'm new to stm32

please help me
