STLINK Cannot Detect Target Voltage

I am using an STLINK V3SET and the STLink Utility v4.5.0.0. I have opened up the V3SET and I am measuring at the pins of the connector to the target the correct 3.3V between pins 3 and 5 as indicated in the user manual. This voltage is coming from the target's on-board power supply. However my STLINK still reports that it cannot detect the target or its voltage at all. I have updated to the latest drivers and firmware in all cases. Is there anything else I should check with the target board or the V3SET before I conclude that the STLINK device is dysfunctional? It is fully detected and interfacing with my computer, no problems there.

    Don't you have a STLinkV3 on a board such as some of the newer Nucleo or Disco?

    Try perhaps a different USB port and cable, to make sure it's running at USB High Speed.
