STLINK-V3SET Dead Upon Arrival (DOA)

I have multiple STLINK-V3's that work, but recieved one the other day and it won't communicate with the PC. The power LED does not light up. I poked around the board. I found 5V, 3.3V, and 1.1V.

Interesting, The COM LED very dimly lights up red. Any ideas on how to fix?
