STM32F103, VFQFPN 36 pin package, which pin do i associate the thermal pad with?

The VFQFPN 36 pin package requires a thermal pad as indicated in the PCB layout drawing. However nlike the UFQFPN package it does  not indicate whther this thermal pad should be isolated or associated with local,pin grounds.

What do i associate the thermal pad with?
