check that gnd, swdio, swclk lines are correctly shared between stlink and MCU. use a multimeter to check​

That's for OUT-BOUND connectivity.

Review the schematic, understand the circuit..

Check you power supply. I would suggest connecting to VIN not VDD directly.

Can't in-bound SWD connection via that header, not how it works.
