The parts are available from Mouser, I'd imagine you could find a BGA100 break-out board an solder one down to prototype, or get a ZIF fixture.

Not everything has an evaluation board, you'll need to find a close proxy, perhaps like a NUCLEO-H723ZG and pivot in from that?
