Trying to program STM32F030R8 using Discovery F0 Board

Greetings People,

I am trying to program my target device STM32F030R8 using Discovery F0 Board. I have removed CN2 jumpers and connected my target device to CN3 pins♯ 1,2,3,4,5. I have left out pin 6 which is not required. I am have written program in Keil MDK Arm. When ever i try to Download program from Keil to my target device , it says target not connected. 

Any help would be appreciated.

Suggests the target board is non-functional, review design and connectivity, especially power and reset. Provide details like the schematic for the board/connectivity.
