Unable to program an stm32f030 via st link

hello everybody, 

i am an electrical engineer working with stm32 devices these days. 

i am having problems at programming stm32f030 via st link utility, i use IAR as an IDE, i have tried hardware troubleshooting, firmware update, downgrade but all in vain. 

sometimes it connects and then disconnects at the very same instant, i have verified that the power lines, vcc/gnd signals are ok and intact, i have even tried to view the fluctuations if any via oscilloscope but nothing bore fruit. 

for programming i m using an stm32discovery board, using its st link tool while using VDD,SWCLK,GND and SWDIO signals. 

please help me track down the problem.

    Add NRST, Lose VDD unless you're powering the other board with it.
