How to detect USB cable is plugged in or not if not register any class

I am finding some ways to detect USB cable is plugged in or not and I found the PLTS seems to fulfill my requirements.

After some experiments, value of PLTS is 3 and other values will appear if cable is plugged in.

However I cannot understand what is the meaning of logistical level.

Can you help provide more detail information and is it reasonable by this value to detect cable is plugged in or not?
