LAN9353 using STM32H743

Hi Team,
I am using stm32h743 to interface lan9353 (3 port ic). for the first step if i connect one end of the ethernet cable to board and another end is connected to pc. the led is not blinking on both sides. if i check the command prompt the ethernet is not connected only. why is there any process for this please send me.
