STM32F769 ethernet chip power up issue

Hello,

This is nur. I need your help. I am working on STM32F769 phy chip , RMII interface. Once I apply power the stm chip then Ethernet cable clicked , there is no connection. if Ethernet cable does not click into place before power is applied to the chip, there is no connection. Why?
