when are the commands in the bootloader application notes used?

In the Application Note for the ST Bootloader, DFU bootloader commands such as DFU_DNLOAD are specified. Where would I, as a programmer, use these commands? When communicating with the STM32 microcontroller using the ST Programmer via the command line, I have different commands. Does this mean the ST Programmer is an Application that uses that commands for its communication with the MC bootloader?
