Windows 10 CDC issues

Following on from previous thread I can now get the CDC to be sen by Windows, but unless the clock source is set to PLL and running at 120MHz, opening and closing ports on the Windows machine causes programs to hang.

It all runs fine if the port communicates under Linux.

Does anyone have any suggestions for getting the CDC to run under Windows at lower clock speeds?
