STM32MP157C-DK2 availability

What is the issue with the STM32MP157C-DK2 launch?

I try to get this board for quite some time now.

The supplier (farnell) has it on stock, but they say that they can't deliver because some paperwork is missing.

.. it requires US re export license CCATS.

I try to buy this from th EU(Ro), isn't ST a European company, why **** an US export license is needed, and why is this not available?

Do you really need the DK2 ? I haven't checked but some of the MP157s have encryption capabilities enabled and this is what falls foul of the US regulations. My DK1 arrived without any such problems.
