The same firmware can be burned in linux. It will fail on windows
As long as this 0x23 file is larger than 200M, it will fail to burn. I use version 2.5

The root cause of this issue may be that you are usig 32bit java architecture,can you please confirm ?
If yes can you please re-install CubePRogrammer using 64 bit java version an test again?
