Problem of writing to opposite registers at the same time.

When I write 1 at the position of EXTI0 (6) in the ISER of the NVIC, the value is written to both ISER0 and ICER0. What is the problem ? related to stm32f103c6t6.

I am seeing the same issue with stm32 disc1 board .. i am not seeing interrupt handler getting triggered as icer gets written with iser
