CubeProg Download Restriction - Export Control

I attempted to download CubeProg from the official ST website, but I encountered the following message and was unable to proceed:

"We apologize for the inconvenience, but in accordance with the European Union's Export Regulation 2021/821, the US Export Administration Regulations (EAR), and other relevant rules and regulations, ST is not authorized to allow the download of this software from your country."

It appears that the download is restricted in my country(S.Korea) due to export control regulations.

This situation is quite surprising.

Does it mean I should consider using a different chip instead?
